Fremont Lake Recreation Enhancement Project
On July 2, 2009, Pinedale District Ranger Thomas Peters made the decision to select Alternative 3, the Modified Proposed Action, for the Fremont Lake Recreation Enhancement Project, located north of Pinedale, Wyoming. This decision approves a series of recreation improvements identified in Alternative 3 of the Environmental Assessment for this project. In his decision, District Ranger Peters determined that no extraordinary circumstances related to this action warrant further analysis in an Environmental Impact Statement (EIS)
This decision includes the following actions in the Fremont Lake analysis area: Facilities will be replaced and campsites and access roads in the Fremont Lake Campground will be redesigned and reconstructed. Facilities at the Sandy Beach Swim & Picnic Area will be replaced and parking areas will be reduced. The Upper and Lower Boat Sites will be reconstructed, including enlargement of parking areas and reconstruction of existing ramps. A breakwater will be added to the Lower Boat Site and an overflow parking area will be constructed near the Upper Boat Site. Forest Roads 741 and 749 will be resurfaced. Campfires and overnight camping will be prohibited at the southern end of Fremont Lake and within 200 feet of the Lake. Motorized vehicle restrictions will be implemented at the southern end of the lake.

This decision is subject to appeal pursuant to Forest Service regulations at 36 CFR 215. Appeals must meet the content requirements of 36 CFR 215.14. Only individuals or organizations who submitted comments or otherwise expressed interest in this project during the formal comment period initiated by legal notice may appeal this decision. Appeals, including attachments, must be postmarked or received by the Appeal Deciding Officer within 45 days of the publication of this notice in the Casper Star Tribune. This date is the exclusive means for calculating the time to file an appeal. Incorporation of documents by reference is not allowed.
The Appeal Deciding Officer is Forest Supervisor Carole "Kniffy" Hamilton. WHEREAS, default in the payment of principal and interest has occurred under the terms of a promissory note (the "Note") dated April 20, 2005, executed and delivered by Douglas C. Jones ("Mortgagor(s)") to Mortgage Electronic Registration Systems, Inc., as nominee for Countrywide Home loans, Inc.
