Sex offender gets max sentence

Calling him a "poster child for why sex offender registration exists," a judge Friday sentenced a Mills man to 18 to 20 years in prison for molesting a boy.

Melvin Gregg was already a convicted sex offender in Iowa before he pleaded no contest earlier this year in Natrona County to charges he sexually abused an elementary school-aged boy last fall, prosecutors say.

Judge Scott Skavdahl said he could not accept that Gregg was now "begging for treatment" when nothing prevented him from getting treatment before his latest crime.

"You had the opportunity and now I have three victims," Skavdahl said, referring to the boy in Mills and victims in Iowa.

Skavdahl sentenced Gregg to the maximum time allowed under Wyoming law.

Mills police arrested Gregg in November after the boy came forward and told a relative about the abuse, court records show. Gregg initially denied any wrongdoing to a Mills investigator. However, after being told the boy would have to testify in court, Gregg admitted to the abuse.

In court Friday, he apologized to his victims.

"For the life of me, I wish I knew what was wrong with me," he said, adding that he hoped to get some counseling.

Assistant Natrona County District Attorney Michael Schafer called the abuse "totally inappropriate and despicable acts" that mirrored what Gregg had done in Iowa several years before.

"I don't think the defendant understands the extend of the harm he has done," Schafer said.

Gregg's attorney, public defender Kimberly Corey, said her client was heartbroken over what happened and was also a victim of abuse. She asked for a prison sentence of five to 15 years.

"He is just begging for treatment," she said.

First, let me get this out. I am totally against ANY form of abuse to any human being. And I believe anyone who murders another human being should be in prison for the rest of their life (until they die). I do not believe in the death penalty for anyone. Also, I believe that once a person has been in and out of prison and has served their probation and parole, done everything required of them, and what was signed on the "contract" when they took the plea, none of this should be required of them, none of it. The state cannot tear up a contract like this, which they are basically doing, it's unconstitutional. Many people, if they had known they would be faced with all this, they would have NOT taken a plea deal. And the courts are very aware of this and this is why they made it retroactive; thus violating ex-post facto laws! They should be allowed to get on with their life as if nothing happened. I'm not saying for it to be removed from their record, but, the crime should be removed from public view and background checks, they should not have any more restrictions, shaming, etc. If they commit another crime, then they face a lot more punishment, like everything else is treated.

When are we going to move away from being "TOUGH ON CRIME" and move to being "SMART ON CRIME?" If you locked every single s*x offender up, at this moment, or k*lled every one of them, do you think the problem is over? No, more will follow.

I've heard many people say "If these laws protect one child, then they are worth it!" And at the same time, if millions are t0rtured, it's ok. Offenders are losing their homes, jobs, families, and children and cannot find new jobs or homes due to the insanity of these laws. The families are also made into outcasts for associating with or being related to an ex-offender and their own children are harassed and bullied at schools due to a family member being an ex-offender.

I know these laws are a sensitive issue, but as all issues, they must be discussed and we must come up with a valid solution that will work. The laws, as they exist now, DO NOT WORK! People are always saying they cause unintended consequences. These laws have been on the books for years now, so nothing is unintended anymore. When are we going to set aside fear, hate, rage and anger and come up with a real solution? History has proven that these feelings NEVER get good laws passed but only create bad ones that punish and torture many people. These knee-jerk reactions to a slim number of high-profile crimes, MUST STOP! "

" You know what is so perplexing.? Your laws are completely reactive. If someone has urges for children there is few if any place they can get help before they offend. Few people who do offend will not get any help because admitting to sexual abuse to any counselor the law requires them to turn them in. Those that are so digusted that any person convicted of a sex crime is let out of prison is clueless on who sex offenders are. They are, for the most part, family members. So a child is caught between not wanting to be abused and putting in jail someone for life, that as digusting as that may seem to most of you, the offender is still loved. Who needs due process, the 5th amendment, to be safe in your home. The expost facto clause and double jeapardy clause must have been mistakes. Public safety trumps everything. " I am thankful for the laws that are put into place. I now know why my dog barks at the guy down the street, she tries to attack him every chance she gets-even when he drives by. He's on the sex offender list, he has 3rd degree sexual assault. He has children who live with him, no way ever will I ever let my children go to their house and play- EVER because of the list some say is a bad thing. I keep my children on a shorter leash because of the man who lives down the street. And you know what? I dont think its strict enough. We never got notification that an animal lived there. " This is a prime example of why child sexual abusers/petophiles should never be released from prison. The first thing they want to do when being released is to find another child to abuse. If you talk to psychologists they will tell there is no rehabilitating a child abuser. They WILL do it again. So we really do need to think of death penalty or life imprisonment for child abusers and tag them in prison as such so the other prisoners can have their way with them. Castration sounds like the answer but it is not a sexual issue so that wont work. Cutting their arms off may work but is not very humane. You and I will be paying to house him, cloth him, feed him, see to his medical needs, educate him and entertain him for the rest of our lives through our taxes.

Don't we have better uses for this giant amount of tax dollars we'll spend over time? Couldn't the schools use the money? Couldn't the elder care system use the money? Couldn't the roads use the money?

Every penny paid to support these types of criminals has zero return to the tax payers. It is completely wasted.

If someone must be removed forever from society because they are a danger to its citizens, wouldn't it be better for everyone to simply execute that offending party straight away?

For example, he could be used to dig up un-exploded mines in Bosnia, so that the rural areas can be re-developed for commercial investment. Or he could be used for deep space flight experiments. " Hey, SOI...let me tell you about the effects of a sex offender. My life completely fell apart. I became withdrawn. I was a very negative, unsympathetic and unfeeling person. I've almost committed suiced, twice. I've been through drug addictiion, rehab and depression. Every day is a battle to stay above all that. Thanks be to God, for without him I would still be in a deep dark pit. But the two things I can NEVER get rid of...are the images in my mind's eye or the feeling of what that man did to me. THAT IS LIFE LONG! There are days when despair is so strong, it could pull me back down in that pit if I didn't have God and Jesus Christ. Since I have to endure that battle for the rest of my life...I feel all sex offenders should have to endure sex offender registries and being osterzised for the rest of their lives. If that means their families have to go thru it too, then maybe those family members should re-evaluate the company they keep. By the way, there is no such thing as an 'ex-offender' and there is no such thing as rehabilitation for pedophilia. I feel any Judge or organization or person that gives light sentencing or who fights for the rights of a sex offender is part of the brotherhood/sisterhood of sex offenders. Otherwise, why would you care about somebody that hurts children? "

" Big Horn Basin you have the right idea, put them in general population to live with other imates, instead of in a prison section with other child sex offenders where they can enjoy the fantacies of others stories and compare notes for when they get released. So that they can make their next victim more enjoyable for them and more hazadorous for the victim.

Have a Heart.. I like some of your ideas and have a few ideas of my own.

Kathi I like your idea also, lets send them to Iraq, Iran, or most any of the countries in the middle East. As it would only take one time for them to committ a sex crime, especially against a child, and they would be taken care of properly for the most part. No money would be spent on supporting them.

Me thinks that the idea of casteration for males that commite a sex crime the second time would be approperate, but the question does arise what should be done for a woman that committs a sex crime again. "
