Work session could include possible 'visioning process'

More light may shine on Casper's parking garage.
Downtown Development Authority officials will ask the Casper City Council tonight to approve finding a cost estimate for new electric service and/or a solar powered service to support additional lighting throughout the city parking garage.
The authority also recommends the city consider painting the parking garage a bright white color, according to a memo by vice chairman Drew Perkins. It could be an inexpensive way to better reflect the light that is already there and make the structure a more inviting place to park.
The council may also discuss a proposal from City Manager Tom Forslund to undertake another "visioning process." The city completed a similar project in 1993, and Forslund suggested in his memo to the council that, 15 years later, it might be time for another.
He wrote, "…since the state of Wyoming and the city of Casper are currently experiencing significant growth due to energy development, is it time to undertake another visioning process?"
The council will also hear recommendations by the Public Information Task Force on ways to "expand the public information efforts of the city government" and "increase opportunities for the public to interact with the city government."
These suggestions include upgrading the technology on the city Web site, implementing a system to broadcast city council meetings online and re-broadcast city council meetings at different times.
The city will also hear recommendations after the completion of both a baby boomer survey and a walkability study. The results include information about Casper as well as action plans on what the city can do to improve.
