I am writing to applaud Councilman Keith Goodenough for his steadfast application of established rules to the process by which the City Council reaches its decisions. Unlike the other members of the Council, he tries to make sure that Council decisions are reached through an equitable process rather than by a desire to obtain a specific result.
I direct your readers' attention to two issues which the Council recently addressed. The first issue involved the creation of the Fort Casper Local Improvement District. The Council ignored Wyoming Statutes which allow the owners of a majority of the property in the area of the proposed LAD to say "no" to the proposal.
Instead of stopping the project, the Council postponed a vote on the creation of the district to allow supporters of the proposal to convince opponents to withdraw their protests. Mr. Goodenough not only opposed the delay but consistently opposed the ordinance establishing the district.
His reason? The Council hadn't followed the law.
Likewise, during the May 20 regular meeting, a majority of the Council chose to ignore the criteria it established for granting bar and grill liquor licenses. Councilman Goodenough was true to the principle that the process is what counts. He voted to deny issuance of the license.
Best of luck, Councilman, in your pursuit of a seat in the U.S. Senate! We need more elected officials like you.
