Limit contradicts common sense

I have a question. When did kindergartners and sixth graders become more observant and cautious than a high school or college student?

I was born and raised here in Casper. At the time, the speed limit at the college was 30 mph, and the speed limit was set at 20 mph between the hours of 7 a.m. and 5 p.m. However, I have discovered that has changed on my most recent visit back to town.

I was surprised to find that now around grade schools where children as young as five attend, like at Grant School, and others the speed limit is 20 mph only when the yellow caution lights are flashing.

However, around the college where the students in attendance are of the age of 17 or older, the speed limit is 20 mph throughout the entire hours of the day.

Now I don't know what genius came up with the idea but I believe if people are intelligent enough to be able to attend classes at the college, they should be able to watch for traffic better then a five year old is.
