Panel backs gun confiscation bill

CHEYENNE - A Senate committee Wednesday gave its unanimous endorsement to a bill that would prevent the state from confiscating firearms in the event of a disaster.

Sen. Tony Ross, R-Cheyenne, chairman of the Senate Judiciary Committee, said House Bill 57 is on the "fast-track" through the Senate. It was one of several bills that advanced Wednesday.

"It's kind of a no-brainer," said Ross, adding that the bill was crafted in response to the taking of firearms in Louisiana following Hurricane Katrina.

Here's a look at other legislation that moved ahead Wednesday:

* House Bill 9, which would authorize the secretary of state to create an online campaign finance reporting system, was approve by the Senate on second reading.

* House Bill 22, which would increase the penalties for failing to observe road closures, was approved by the Senate on second reading.

* House Bill 46, which would make dogfighting a felony in Wyoming, was approved by the Senate on second reading.

* House Bill 77, which would provide tuition assistance to college for dependents of disabled firefighters or emergency medical technicians, was approved by the Senate on first reading.

* House Bill 81, which would provide state funds for capital construction at community colleges, was approved by the Senate on second reading.

* House Bill 89, which would clarify that surface landowners also control the subsurface "pore spaces" for the purpose of storing the greenhouse gas carbon dioxide, was approved by the Senate on second reading.

* Senate File 18, which changes the requirements for registering businesses in Wyoming, was approved by the House on first reading.

* Senate File 39, which would increase payments to injured miners through the State Miners Hospital board, was approved by the House on first reading.
