Park rule changes advance

CHEYENNE (AP) - The Wyoming Parks and Cultural Resources Commission has approved new rules that would ban fireworks from state parks and limit the number of vehicles and people at designated campsites.

State Parks and Cultural Resources Director Milward Simpson said the rules won't take effect until Gov. Dave Freudenthal signs off on them. Simpson said he hopes to have the rules in place in time for the busy summer camping season.

"This allows us to respond to the increase that we see in terms of visitation and people interested in coming to state parks from both within the state and out of the state," Simpson said.

The new rules strengthen a prohibition on fireworks at state parks and historic sites. Currently, fireworks can be brought into parks but not discharged. The new rule bans fireworks completely.

Under the new rules, no more than 10 people will be allowed to stay at each designated campsite, although parents, grandparents and unmarried minor children can exceed the limit.

Only one camping unit will be allowed at each designated campsite. Simpson said camping units are defined as portable structures such as travel campers, motor homes, tents and teepees. The same campsites each will be limited to no more than two licensed vehicles, such as cars or boat trailers, along with the camping unit.

"This will allow us to do a better job of regulating our capacity so we don't have overcrowding," he said. "It will allow us to do a better job of protecting the actual flora and fauna for all of our visitors to enjoy."

If the two extra vehicles don't fit at a campsite, visitors will be required to park them in an overflow vehicle area, Simpson said. Visitors can keep the extra vehicles at their campsite if the park has no overflow area and the vehicles fit at the campsite.

"An additional tent for a family is considered part of a single camping unit," Simpson said. "So if you pull up in a motor home and set up a tent, we consider that to be a single camping unit. You can have a fifth wheel plus a tent."

The rule change would also loosen the department's restrictions on glass bottles. Visitors would be allowed to bring glass bottles into parks as long as they're kept inside vehicles.
