Man arrested for old murder
CHEYENNE - A man has been arrested in Helena, Mont., for a nearly 25-year-old murder in Wyoming.
Elizabeth Miles Ehlers (EL'-ers), of Jackson Hole, was murdered in June 1984 while she was traveling to Florida to be with her husband.
The body of the 25-year-old woman was found near her car at the mouth of Hoback Canyon in western Wyoming's Sublette County. She had gunshot wounds to her head, chest and hand.
The Sublette County Sheriff Office says Troy Dean Willoughby, of Wickes, Mont., was arrested Sunday for the murder of Ehlers.
Sheriff's officials say Willoughby is being held in Helena on felony charges unrelated to the homicide, and a charge of first-degree murder is pending.
Willoughby is formerly from Daniel in central Sublette County.

Landfill bill heads to House
CHEYENNE - A bill up for discussion in the Wyoming House in the final week of this year's legislative session would exempt certain new landfills from being built with liners.
A plastic liner prevents pollution from seeping into groundwater. Senate File 135 would allow landfill seepage if no one is going to be affected by the pollution.
Only three of Wyoming's 51 operational landfills have liners, according to the Wyoming Department of Environmental Quality.
Proponents say the bill would allow flexibility and potentially save money when communities need to build landfills. Sponsor Lorraine Quarberg, R-Thermopolis, said the bill provides another tool for the Department of Environmental Quality instead of taking a "one size fits all" approach.
She said municipalities also would be aided by the legislation - especially as 20-year garbage management plans are due to the state by July 1.
"We can sit and wait, or we can be proactive," Quarberg said.
Opponents say it's difficult to say years in advance how much pollution a landfill will cause and whether that pollution will need to be cleaned up.
G&F: Ice fishing over in S.E. Wyo.
LARAMIE - The Wyoming Game and Fish Department says ice fishing season is over at the low-elevation lakes and reservoirs in southeast Wyoming.
Recent warm and windy weather has completely melted the ice at many lakes. Other lakes don't have enough ice left for people to safely walk on them.
Regional fisheries biologist Lee McDonald recommends staying off all lower-elevation lakes in Albany, Goshen, Laramie and Platte counties. Game Warden Biff Burton also recommends staying off Saratoga Lake near Saratoga in Carbon County.
Ice fishing remains safe at the high mountain lakes in the Sierra Madre and Snowy ranges.
